Carmo Seabra developed her research activity in the area of microeconomic policy, in particular in economic regulation. In recent years she has centered her research work in the economics of education field.  She has been a member of the board of Anacom, the National Regulator of Telecommunication, and Minister of Education of the XVI constitutional Government. She has occupied several positions at both the faculty and the University level. Presently she is a member of the Conselho de Faculdade and of the University Conselho de Ética.
